Bench-mounted high voltage test set / insulation tester, fitted with an analogue panel meter marked “0 to 5kV.” Designed for applying and measuring high DC test voltages to check insulation breakdown, leakage, and dielectric strength in cables, transformers, capacitors and electrical assemblies. Mains powered, with fused supply and selectable meter output. Likely laboratory or workshop built (possibly custom or small-batch manufacture), mid-to-late 20th century, circa 1960s–1980s.
