Heavy concrete base with galvanised pole supporting a wooden board within a metal framework. Just add your own signage on each side. The little hooks are for hanging chain to act as a barrier. Likely made by the workers of the paper factory from whence they came. Age - your guess is as good as mine - I'm going to say 1980s - today
